Tajikistan Wants ‘Respect’ From Russia

DUSHANBE — Tajik President Emomali Rahmon has called Russia his country’s only strategic partner but said Moscow should “respect” Tajikistan.

Rahmon said that he had “a big file of requests by other countries who offer mountains of gold for having a military base in Tajikistan, but I haven’t even looked at those offers.”

Rahmon added that Tajikistan hosted a large number of Russian strategic facilities and considers Russia its “natural partner.”

He urged Russian leaders not to allow themselves to be misled by what he described as “distorted” media reports about Tajikistan, saying that Russia should “respect Tajikistan in order to earn its respect.”

Advancing Legal Protection for Women in Tajikistan | IREX – Civil Society, Education and Media Development

Mufara Hamidova provides legal assistance to women in Tajikistan on issues ranging from domestic violence to early marriage. Through Law, Tajik Fellow Becomes Agent of Change | IREX – Civil Society, Education and Media Development

Twenty years after Tajikistan gained independence, Farrukhjon Ibrohimov will return from a fellowship in the US equipped to help shape his country’s nascent legal system. After completing his Master’s in Law (LLM) at theUniversity of Connecticut this month, Ibrohimov, a lawyer in the capital of Dushanbe, plans to strengthen the rule of law there by sharing the tools, knowledge, and networks he has honed in the US.

This year is one of sweeping change for law in Tajikistan, says Ibrohimov. That’s why he decided to be part of the Legal Education and Development (LEAD) Fellowship Program for Tajikistan. The LEAD program brings top legal professionals from Tajikistan to the US to gain firsthand knowledge of how law works in the US.

Ibrohimov hopes that in another 20 years, the legal system in Tajikistan will have helped communities become more tolerant. “I hope the country will continue to be one that cares about its citizens, that democratic values will increase, and that the freedoms of speech, belief, and religion that are granted by the Constitution will be maintained at an even higher level.”

As Ibrohimov learns about the legal history of the US, history is being made in Tajikistan. His colleagues back home keep him apprised of new laws being passed, many of which focus on corporate and commercial laws, in addition to taxation. “During this year, legal professionals are making an effort to change our legal system and passing new laws in our parliament,” Ibrohimov said. “However, there is still a long way to go to make it better, especially considering we want to create very investor-friendly laws in our state.”

Lawyers from Tajikistan Prepare to Strengthen Rule of Law through Training | IREX – Civil Society, Education and Media Development

Twelve lawyers from Tajikistan became the first participants of a new five-month U.S.-based training program that will enable them to make lasting positive changes to their country’s legal system. Through the Legal Education and Development Short-Term English Program (LEAD STEP), these individuals are cultivating skills in English and knowledge of comparative law that they will use to shape the dynamic legal landscape in Tajikistan, strengthen the rule of law, and foster ties with the international legal community.

LEAD STEP is an innovative program developed by IREX and the American Bar Association Rule of Law Initiative (ABA ROLI) to provide lawyers from Tajikistan with the opportunity to study comparative law. By integrating intensive English language study with a strong focus on legal writing and the study of American law, the program will allow a diverse group of young professionals the chance to build core skills that will position them to strengthen legal culture in their communities and build relationships with legal colleagues outside of Tajikistan.

Rahmon Says No To Foreign Military Bases In Tajikistan | EurasiaNet.org

Tajikistan President Emomali Rahmon said that the country won’t consider the possibility of countries other than Russia setting up military bases there. From a Reuters report:

“Russia is the main strategic partner and our natural ally, and I hope that it will always be like this,” Rakhmon said in the Tajik capital Dushanbe.

“On my desk, I have a folder containing offers from other states, promising wonders in return for opening their military bases and other facilities, but we are not even considering them,” he said, without naming the countries.

Oh, to see that folder! One can only imagine what “wonders” are being promised.

Anyway, U.S. diplomatic cables from WIkileaks tell a different story, saying that Tajikistan government officials “have indicated they would be happy for the U.S. establish an air base in Tajikistan.”

But Rahmon’s statement is nonetheless notable at a time when India still appears to be holding out hope to use the Ayni airbase outside Dushanbe, and the rumbling about a possible U.S. base of some sort is getting louder. (And not just in Dushanbe, where such rumors are fairly constant, but even in Washington.) So is Rahmon serious this time?

Address by the President of the country to Majlisi Oli of the Republic of Tajikistan has commenced in “Kokhi Somon” Palace of the residence of the Government of the Republic of Tajikistan. The key directions of internal and foreign policy of Tajikistan will be outlined in this address.

According to Constitution of the Republic of Tajikistan the address of the President of the country will be conveyed to Parliament at the joint session of Majlisi milli and Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan.

To this end, the leadership of Parliament, members of Majlisi milli and deputies of Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan reviewed the regulations of commencement of the third joint session of Majlisi milli and Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan (fourth convocation) in the big hall of the building of Majlisi Oli and left for “Kokhi Somon” Palace of the residence of the Government of the Republic of Tajikistan to listen to the address of the President of the country Emomali Rahmon. In this connection, the Prime Minister and members of the Government of the country, state counselors of the President of the Republic of Tajikistan and functionaries of the Executive Office of the Head of State, leaders of ministries and state committees, departments under the President and the Government of the country, central court organs and other institutions for maintenance of law and order, Academy of Sciences, higher education institutions, chairmen of regions, cities and districts, centers for implementation of investment projects, members of Social Council, Movement of National Unity and Revival of Tajikistan, as well as deputies of a number of social, political and creative unions, leaders of republican enterprises and institutions, banks, private authoritative and active companies, representatives of diplomatic corps, mass media and others, in total 1200 persons have gathered in the hall. The President has signed a number of laws » “Khovar” – National Information Agency of Tajikistan

Dushanbe, April 18. (NIAT “Khovar”).-In April 16, 2012, the President of the Republic of Tajikistan had signed a number of laws adopted by Majlisi namoyandagon and approved by Majlisi milli.

Laws of the Republic of Tajikistan “On state notarial system”, “On micro-credit organizations”, “On system of public administration organs of the Republic of Tajikistan”, “On protection of plants”, “On innovation activities”, “On additional training”, on introduction of changes and amendments to laws of Tajikistan “On physical training and sport”, “On self-government institutions of towns and villages” are among them.

The signed laws are aimed at ensuring human rights and freedoms, protection of interests of state and society, legal persons, improvement of structure and activities of state institutions, development of investment and business, enhancement of socio-economic situation in the country.
